Coffee cup! too hot to handle

In most of the "free time"  web projects we find people focussing entirely on functional aspect, and not caring much about  UI . In fact in  the process of sanitizing the business logic we wont  find time to design the layouts and forms in an artistic manner. Most often we end up with poor designed layouts which never leave an impression on the user.

Wouldn't  that be good if we have a third party tool  that lets you design them easily backed by validation scripts too.
